my wife asked me what designates "malt liquor" the other night. She was drinking a mike's hard lime-ade, which was listed as a malt liquor, but then so is Old English. Those two things are not the same, that's for sure.

I think mlat liquor has to do with the alcohol content, but I'm not sure.
Back in the day I used to work at a Budweiser distributor and they were selling "Hurricane Malt Liquor". We got shit for half price so I bought some. It tasted like a stronger budweiser, and the lable said it was like 6% alcohol, as opposed to the 4%-4.5% of normal Bud, Bud Light, etc.
I could be wrong.
